Gulf Coast communities and natural resources suffered extensive direct and indirect damage as a result of the largest accidental oil spill in US history, referred to as the Deepwater Horizon (DWH) oil spill. Notably, natural resources affected by this major spill include wetlands, coastal beaches and barrier islands, coastal and marine wildlife, seagrass beds, oyster reefs, commercial fisheries, deep benthos, and coral reefs, among other habitats and species. Losses include an estimated 20% reduction in commercial fishery landings across the Gulf of Mexico and damage to as much as 1,100 linear miles of coastal salt marsh wetlands. This historic spill is being followed by a restoration effort unparalleled in complexity and magnitude in U.S. history. Legal settlements in the wake of DWH led to the establishment of a set of programs tasked with administering and supporting DWH-related restoration in the Gulf of Mexico. In order to ensure that restoration goals are met and money is well spent, restoration monitoring and evaluation should be an integral part of those programs. However, evaluations of past restoration efforts have shown that monitoring is often inadequate or even absent. Effective Monitoring to Evaluate Ecological Restoration in the Gulf of Mexico identifies best practices for monitoring and evaluating restoration activities to improve the performance of restoration programs and increase the effectiveness and longevity of restoration projects. This report provides general guidance for restoration monitoring, assessment, and synthesis that can be applied to most ecological restoration supported by these major programs given their similarities in restoration goals. It also offers specific guidance for a subset of habitats and taxa to be restored in the Gulf including oyster reefs, tidal wetlands, and seagrass habitats, as well as a variety of birds, sea turtles, and marine mammals.

Coral reefs declined worldwide during the 1980s and 1990s, making them perhaps the most endangered marine ecosystem on Earth. This realization spurred John W. Tunnell Jr. and others to write a comprehensive book that would raise awareness of coral reefs and their plight. Tunnell and coeditors Ernesto A. Ch#65533;vez and Kim Withers present an integrated and broad-ranging synthesis, while Mexican and U.S. experts assess the current state of these fragile systems and offer a framework for their restoration. Beginning with a history of the research done in this region, Coral Reefs of the Southern Gulf of Mexico covers the geography, geology, oceanography, ecology, and biodiversity of the thirty-eight "emergent" or platform-type coral reefs in the southern Gulf. The editors include chapters on the biota--from algae to fish--followed by a look at environmental impacts, both natural (such as hurricanes and red tides) and human (such as ship groundings and dredging). The book closes with a discussion of conservation issues, which is both descriptive and prescriptive in its assessment of what has been done and what should be done to protect and manage these vital ecosystems.

One of the most significant, energetic, yet not well understood, oceanographic features in the Americas is the Gulf of Mexico Loop Current System (LCS), consisting of the Loop Current (LC) and the Loop Current Eddies (LCEs) it sheds. Understanding the dynamics of the LCS is fundamental to understanding the Gulf of Mexico's full oceanographic system, and vice versa. Hurricane intensity, offshore safety, harmful algal blooms, oil spill response, the entire Gulf food chain, shallow water nutrient supply, the fishing industry, tourism, and the Gulf Coast economy are all affected by the position, strength, and structure of the LC and associated eddies. This report recommends a strategy for addressing the key gaps in general understanding of LCS processes, in order to instigate a significant improvement in predicting LC/LCE position, evolving structure, extent, and speed, which will increase overall understanding of Gulf of Mexico circulation and to promote safe oil and gas operations and disaster response in the Gulf of Mexico. This strategy includes advice on how to design a long-term observational campaign and complementary data assimilation and numerical modeling efforts.

To the casual visitor, the Gulf of Mexico shores offer mainly sun, sand, and sea. Even the standard field guides, focused on one group of animals or plants, barely hint at the wealth and diversity of habitats and species along Gulf shores. Shore Ecology of the Gulf of Mexico, using a "whole habitat" approach, breaks new ground in describing all the conspicuous vascular plants, algae, birds, mammals, mollusks, crustaceans, and other invertebrates for each marine habitat. Detecting Ecological Impacts: Concepts and Applications in Coastal Habitats focuses on crucial aspects of detecting local and regional impacts that result from human activities. Detection and characterization of ecological impacts require scientific approaches that can reliably separate the effects of a specific anthropogenic activity from those of other processes. This fundamental goal is both technically and operationally challenging. Detecting Ecological Impacts is devoted to the conceptual and technical underpinnings that allow for reliable estimates of ecological effects caused by human activities. An international team of scientists focuses on the development and application of scientific tools appropriate for estimating the magnitude and spatial extent of ecological impacts. The contributors also evaluate our current ability to forecast impacts. Some of the scientific, legal, and administrative constraints that impede these critical tasks also are highlighted. Coastal marine habitats are emphasized, but the lessons and insights have general application to all ecological systems.

Valued for its ecological richness and economic value, the U.S. Gulf of Mexico is under substantial pressure from human activities. The Deepwater Horizon platform explosion and oil spill significantly damaged Gulf ecosystems and led to the largest ecological restoration investment in history. The unprecedented number and diversity of restoration activities provide valuable information for future restoration efforts, but assessment efforts are hampered by many factors, including the need to evaluate the interaction of multiple stressors and consider long-term environmental trends such as sea level rise, increasing hurricane intensity, and rising water temperatures. This report offers a comprehensive approach to assess restoration activities beyond the project scale in the face of a changing environment. A main component of this approach is using different types of scientific evidence to develop "multiple lines of evidence" to evaluate restoration efforts at regional scales and beyond, especially for projects that may be mutually reinforcing (synergistic) or in conflict (antagonistic). Because Gulf of Mexico ecosystems cross political boundaries, increased coordination and collaboration is needed, especially to develop standardized data collection, analysis, synthesis, and reporting. With these improvements, program-level adaptive management approaches can be used more effectively to assess restoration strategies against the backdrop of long-term environmental trends.
