Background and definitions

Dual-Use Research (or dual-use technology) may indicate several dualities:

1) Technologies that can be used for beneficial purposes or harmful purposes, such as a vaccine that could be altered to become a biological weapon.

2) Technologies that were developed by governmental/military agencies but have commercial applications.  Many involve considerations of export control.

3) Technologies that offer benefits but may also cause harm if applied without sufficient research or without appropriate safety precautions.
